- **Who may pump and haul septic tank waste:** A company registered with TCEQ as a sludge transporter. Texas rules require that registration before anyone hauls domestic septage, and TCEQ's advice to homeowners is to use a TCEQ-registered hauler.

- **How often to pump:** TCEQ recommends pumping a conventional septic tank every three to five years. For aerobic treatment units it depends on sludge depth and the manufacturer's recommendations.

- **Who maintains aerobic systems under contract:** A person holding a TCEQ Maintenance Provider license. After the initial two-year service policy, the owner of a single-family home may maintain the system personally instead, where the local permitting authority allows it.

- **When a permit is needed:** TCEQ says a permit and an approved plan are needed to construct, alter, repair, extend or operate a septic system, and that replacing a tank or repairing or replacing a drain field requires a permit. The same TCEQ advice lists pumping by a TCEQ-registered sludge hauler as routine care and does not list pumping among the jobs that need a permit. Confirm with your local permitting authority.

- **Who regulates your system locally:** Your local permitting authority. Usually that's a local government TCEQ has handed the septic permit program to (an "authorized agent"): a county, city, health district, river authority or water district. TCEQ's 2025 permit report includes, for example, Bell County Public Health District, Galveston County Health District, the Angelina and Neches River Authority and Tarrant Regional Water District. Where no local program exists, the TCEQ regional office handles permits. TCEQ's OARS lookup, an online search by county, gives you the contact.
