# How to read a septic pump-out quote in Texas

## What a complete pump-out includes

- **Removes sludge and scum, not only liquid:** You're paying to get rid of the settled sludge and floating scum. EPA says to pump when the bottom of the scum layer is within 6 inches of the bottom of the outlet, when the top of the sludge layer is within 12 inches of the outlet, or when sludge and scum fill more than a quarter of the tank's liquid depth. Nearby Septic, a Texas cost guide, warns that some cheap quotes cover the liquid only. Its suggested question: "Does that price include pumping both compartments and the disposal fee?"

- **Checks during the visit:** EPA says the service provider will check for leaks and look at the scum and sludge layers. (The tank's T-shaped outlet is what keeps sludge and scum from flowing out into the drain field.) Nearby Septic adds that a standard pump-out should include a look at the baffles and inlets.

- **Effluent filter (screen):** If the tank has an effluent filter or screen at the outlet, it needs periodic cleaning. AgriLife (2008) says to clean it by spraying it with a hose into the septic tank, or have a maintenance provider do it. TWRI's pocket guide (2019) says to wash it over the inlet compartment every one to two years.

- **Written service report:** EPA says the provider should note the tank's condition and any repairs in a service report, and suggests writing down the sludge and scum levels so you know when to pump next. File it with your maintenance records.

## Check the TCEQ sludge transporter registration

- **Who must register:** Anyone who transports domestic septage (septic tank waste) in Texas must register with TCEQ as a sludge transporter and receive the registration before starting operations. TCEQ's own homeowner advice says to have the tank pumped by a TCEQ-registered sludge hauler.

- **What the number looks like:** Sludge transporter registration numbers have five digits and start with 2. Six-digit numbers starting with 7 belong to sludge application sites, which can show up in the same search.

- **Expiration:** Registrations expire on August 31 and must be renewed every two years.

- **How to look up a registration:** TCEQ's steps:
    1. Open TCEQ's Central Registry and choose Search by Facility/Site (Regulated Entity).
    2. Under Program, select SLUDGE.
    3. Fill in one or more fields: street address, county, RN number (TCEQ's Regulated Entity Number for the site or facility), regulated entity name, or Additional ID (the sludge transporter registration number).
    4. Click Search, then click the link in the RN Number column.
    5. Find the registration number under Permits, Registrations, or Other Authorizations.

- **Registration is not an OSSF license:** Sludge transporter registration covers hauling the waste, nothing more. Someone who installs septic systems for others needs a TCEQ Installer I license (standard systems) or Installer II license (all types). Someone who maintains aerobic systems for others needs a TCEQ Maintenance Provider license. Ask for the credential that fits the job.

- **Owners installing their own system:** The owner of a single-family home may install or repair the septic system on their own property without an installer license, unless the local permitting authority does not allow it. The property must not be developed for sale or lease, the owner must still meet all permit, construction and maintenance requirements, and anyone the owner pays to do part of the work must be a licensed installer. The site evaluation must still be done by a licensed site evaluator or a professional engineer. TCEQ also notes that some systems must be installed by a factory representative, so a homeowner may not be able to buy them.

- The price is one round number with no line items. Nearby Septic says a trustworthy quote itemizes the base pump-out, disposal, digging or access work, add-ons, and trip or after-hours fees. _(Sources: [21] Nearby Septic)_

These are not signs of a scam. Ask whether each one applies and get the price in writing.

- Locating and digging up buried lids
- Riser installation, a one-time job that brings the lid to ground level
- Extra compartments or lids
- Effluent filter or baffle replacement
- Same-day, weekend or emergency service
- Extended hose distance, and rural trip or travel fees
- Extra time for tanks with heavy sludge after a long gap between pumpings

## Aerobic systems: pumping is separate from the maintenance contract

- **When an aerobic unit needs pumping:** TCEQ says it depends on the depth of sludge and the manufacturer's recommendations.

Fort Bend County notes that, unless the contract says otherwise, the maintenance provider is not responsible for pumping or cleaning tanks, maintaining the disinfection unit, or replacing broken spray heads. Renewals are due 30 days before the current contract runs out. The county's local order prohibits owners from doing this maintenance themselves unless they are a certified maintenance provider for that unit and hold the required state licenses. Renewals carry an annual county fee, and late renewals carry a late fee.
